Your e-mail of 23 June 2013 addressed to the functional mailbox SG ACCES
DOCUMENTS has been forwarded to the Civil Justice Policy Unit for the
reply.

 

You are requesting access, under Article 15(3) TFEU as implemented by
Regulation (EC) No 1049/2001 regarding public access to European
Parliament, Council and Commission documents, to "all correspondence,
documents, phone logs about contact between Care France and the European
Commission concerning child protection/adoption in Romania ( since 2004)".

We have been able to find in our archives copy of the invitation to CARE
France for the Conference "Challenges in Adoption Procedure in Europe:
ensuring the best interests of the child" sent on 7.10.2009 and the
reminder of 27.10.2009. However, CARE did not answer to these e-mails and
did not take part in the Conference.

There have been no other contacts before and after the Conference between
this association and DG Justice. However, we are not in a position to
confirm that there have been no contacts with other Directorates-General
inside the Commission.

I have reason to believe that several Commissioners/Services of the European Commission have received letters from Care France concerning Romania. Therefore, I hereby request you to check the archives once more. Such letters may have been signed by Francois de Combret, Marina de Brantes or Arielle Rothschild.

I am equally interested in the responses of the Commission.

- DG Enlargement/VP Rehn
- DG Justice/VP Frattini/VP Barrot
- Commissioner Barnier?

It is possible that the Vice-President of CARE - Mr. De Combret - wrote as Solidarite Enfants Roumains Abandonnes (SERA) or as CARE France.

Interesting:

The last document is an e-mail from Vice President Jacques Barrot (Transport) to Lazard Banker Francois de Combret. This mail shows how VP Barrot and VP Frattini (Justice)work behind the scenes to have intercountry adoptions from Romania re-opened.

And VP Barrot informs Mr. De Combret that Commissioner Olli Rehn (Enlargement) is working on the same, by working on 'changing the attitude of his Services'
