Referring to Regulation (EC) No 1049/2001 on public access to EU documents and to the 'Aarhus Regulation', I would herewith like to ask for access to the following:
- Correspondence (including SMS & any other type of messages processed through phone apps, e.g. WhatsApp, Signal, Telegram etc; recorded voice messages; emails, letters and attached documents) between Johanna Fiksdahl and Equinor during the time she worked in the Commission.
- Records, minutes or notes of meetings between Johanna Fiksdahl and Equinor during the time she worked in the Commission.
To the extent possible, our preference is to receive documents in electronic format. Documents that cannot be sent in electronic format should be sent to Corporate Europe Observatory, Rue d’Edimbourg 26, 1050 Brussels – to the attention of Belén Balanyá. Should you transmit documents to us by regular post, we kindly ask you to announce us in advance in this regard.
I would like to make clear I prefer you produce the documents on a rolling basis.
At no point should the Commission’s search for—or deliberations concerning—certain documents delay the production of others that the Commission has already retrieved and elected to produce.
Should my request be denied wholly or partially, please explain the denial or all deletions referring to specific exemptions in the regulation. Also I expect the partial release of documents, in case of partial exemption according to article 4.6.
I reserve the right to appeal.

Under Article 9(1)(b) of Regulation 2018/1725, I present the following arguments as to why transfer of the requested data is necessary for a specific purpose in the public interest:
I asked for the correpondence, records, minutes or notes of meetings between Johanna Fiksdahl and Equinor during the time she worked in the Commission.
Johanna Fiksdahl has put information in the public domain (fi in her Linkedin profile), that shows she worked until very recently as policy officer in DG Energy, “working on the implementation of the Industrial Carbon Management (ICM) Strategy”, being “part of the CCUS team in DG ENER taking part in preparing the ICM strategy and the follow-up of action points after”, and that “she will take part in these developments” in her new position “working for Equinor after her summer holidays.”
It is in the public interest to monitor the communication between Johanna Fiksdahl and Equinor while she was working in DG Energy in order to be able to exclude any possible conflict of interest. In assessing this existence of perception of conflicts of interest, transparency is obviously of the essence. That is why the disclosure of these documents is of public interest and necessary for public scrutiny of EU institutions.
