All reference letters, transactions, investments-lists, correspondence, reports, project papers, meeting notes, emails, SMS messages, and similar documents and any other communication between Bank Hapoalim (BANK HAPOALIM B.M - BIC/SWIFT: POALILITXXX) and the European Investment Bank (EIB).
This request covers all of the above documents from January 1, 2021, to January 17, 2025.

We refer to your message of 17 January 2025 sent to the European
Investment Bank (EIB) via the AsktheEU.org website, requesting access to
all reference letters, transactions, investments-lists, correspondence,
reports, project papers, meeting notes, emails, SMS messages, and similar
documents and any other communication between Bank Hapoalim and the EIB.
We also refer to our acknowledgement of receipt of the same date. Your
request has been handled on the basis of the EIB Group Transparency Policy
(EIB-TP)[1][1], which applies to such requests addressed to the EIB.
We would like to inform you that the EIB has not signed any direct
operations with Bank Hapoalim in the dates indicated in your
message[2][2]. Instead, two private sector operations financed by the EIB
in Israel in those dates have been co-financed with Bank Hapoalim, amongst
others, meaning that the EIB has not provided funding to Bank Hapoalim,
but both the EIB and Bank Hapoalim have provided financing to certain
projects, alongside other financiers[3][3].
Concerning your request for access to “all reference letters,
transactions, investments-lists, correspondence, reports, project papers,
meeting notes, emails, SMS messages, and similar documents and any other
communication between Bank Hapoalim and the EIB”, please note that the EIB
does not keep a unified list of all these documents.
Therefore, should you wish to obtain any particular information regarding
the EIB correspondence with Bank Hapoalim in the context of the EIB
operations, we would invite you to further specify the type of information
that you would like to obtain, in order for the Bank to better identify
the documents or information requested and assess their disclosure in line
with the provisions of its Transparency Policy[4][4].
Please also note that, while the EIB is committed to a policy of
presumption of disclosure and transparency, it also has the duty to
respect confidentiality in compliance with EU laws, including the
obligation not to disclose information of the kind covered by the
obligation of professional secrecy in accordance with Article 339 TFEU, as
well as legislation to protect personal data. National regulations and
banking sector standards covering business contracts and market activity
may also apply. The exceptions to disclosure described in section 5 of the
EIB-TP may therefore affect our ability to disclose certain
documents/information[5][5].

access to the list of transactions and operations between Bank Hapoalim
and the EIB since 1.1.2020 until now. Your request has been handled on the
basis of the EIB Group Transparency Policy (EIB-TP)[1][1], which applies
to such requests addressed to the EIB.
In response to your question, we would like to inform you that there has
not been any operation between Bank Hapoalim and the EIB since 1 January
2020 other than the ones communicated in our previous message of 10
February 2025.
