Letter of six MEPs from Latvia to President Schulz regarding
improvement of the procedures of awarding the European Citizen's
Prize
Dear Mr. President!
The European Citizen’s Prize is a prestigious award of the European Parliament. It is of utmost
importance that the procedures of awarding this prize are transparent and the decisions to
award the prize - well-founded.
We, six Members from three political groups representing 68% of Latvian voters are concerned
by the decision of the Chancellery of the European Citizens’ Prize to reject the nomination of
Mr Vilis Vītols which was endorsed by the National Jury of the Prize.
We believe that the decision on one the most respected and engaged citizens of Latvia is a
misunderstanding caused by purposefully provided partial and incomplete information about
the nominee.
We have received a letter from Vice-President Sylvie Guillaume which tries to clarify the
reasons for this decision. However, we would like to suggest several changes in the procedure
of awarding the prize. We believe that the procedure needs improvements in order to alleviate
any doubts about its integrity and political impartiality.
If the Chancellery rejects a nominee selected by a National Jury, it should provide a clear
justification for its decision. Such a decision should be based on appropriate documentation,
not merely an oral statement by a member of the Chancellery. For example, the decision to
reject the nomination of Mr Vītols was based on a statement by the Chair of the Chancellery
that some statements from Mr Vītols are not compatible with the spirit of the European
Citizen’s Prize.
Documentation should be made available to all members of the Chancellery and criteria for
rejecting nominees should be elaborated.
The procedure of requesting additional information on a candidate recommended by a National
Jury should be clarified. It could be done by the Secretariat of the Parliament and the respective
EPIO.
If the recommendation of the National Jury is not unanimous, proponents and opponents of
the candidate both deserve to be given chance to provide additional information.

In the case of Mr Vilis Vītols , the Chair of the Chancellery did not request any information
neither from the EPIO in Latvia nor from the members of the National Jury.
Unsupported claims that Mr Vītols does not share fundamental European values are
denigrating. They prove either lack of understanding of the history and societal integration in
Latvia or can be seen as political score-settling. With respect to our colleague Mr Mamikins
(who was the only one in the National Jury to object to the nomination of Mr Vītols) his political
party has neither condemned the occupation of Latvia by the USSR nor the annexation of
Crimea by Russia, is an official partner of Putin’s United Russia and has consistently opposed
Latvia’s European and Transatlantic integration.
We believe that the reputation of this House and the European Citizens Prize requires
elaboration of a procedure whereby the Members can appeal the decisions of the Chancellery,
including the right to be informed about facts and documents the Chancellery is considering
regarding the nominees and right to submit additional information.
Europe is united in diversity. This diversity manifests itself in a thousand ways. Citizens of
different nations and social backgrounds use different languages and discourses to speak about
the same issues and values.
The most important question is whether the deeds of people are consistent with the European
values. History of all our nations is complicated. Thus we need to listen and to hear each other
without naming and shaming.
Mr. President,
We very much hope that you will pay appropriate attention to our suggestions and that they
will help to improve the procedure of awarding the European Citizen’s Prize in the future so
that we can avoid the unfortunate situation which has happened in this case.
