Should the EU urgently launch a Low Carbon Liquid Fuels Strategy?

Low carbon and renewable liquid fuels can play a critical role in the EU’s climate neutrality
objectives, and this is now increasingly recognised by an array of stakeholders. In its recent
Communication in December 2020 of their Sustainable and Smart Mobility Strategy, the European
Commission also gave increased attention to these fuels by announcing the creation of Renewable &
Low Carbon Liquid Fuels Value Chain Alliance.
Today we see that new value chains are appearing, new industrial opportunities are emerging and a
broad stakeholder community is engaged in the development of these low carbon and renewable
liquid fuels. Indeed, alongside the transport sectors of aviation, maritime and road, many industrial
applications and opportunities are also within sight.
Alongside electrification, hydrogen and energy efficiency, it can be argued that low carbon and
renewable liquid fuels deserve to seen as the fourth pillar of EU’s transport energy policy, being an
essential enabler to achieve climate neutrality in 2050. However to date, no long term low carbon
liquid fuels strategy has been adopted or debated. Whilst the strategic importance of both
electrification and hydrogen is strongly supported by the EU, it appears that Europe urgently needs
such strategy for liquid fuels so that it can help design the necessary policy framework, collaborations
and value chains, thereby triggering long-term investments in a new and leading European industry.

ambitious, achievable low carbon and renewable liquid fuel strategy for Europe:
