EEAS ACCESS TO DOCUMENTS, European External Action Service

Dear Mr Hurtado,

We are contacting you concerning your request for access to documents
under Regulation 1049/2001, in which you ask for “All the correspondence,
preparatory documents, work documents, drafts and verbal/written notes
exchanged between any member of the EU Delegation in Washington and the EU
State Members' officials since November 5, 2024, in which "energy",
"fossil fuels", "LNG" and/or "trade" are mentioned.”

The current formulation of your request and the particular reference to
generic keywords (such as “trade” and “energy”) would result in an
excessive number of documents identified and does not allow us to target
the search to documents concerning the exact topic or subject matter in
your interest. The search would likely result in a collection of random
documents that do not necessarily relate to the same subject matter, as it
seems to have been the case with the result of your previous request where
we exceptionally agreed to the use of keywords.

Therefore we would be grateful if you could reformulate your request on a
precise topic / substance matter that could allow us to make a meaningful
search in the documents held by the EEAS. This reflects the spirit of the
Regulation and in particular Article 6(2), which provides that the
institution should contact the applicant to ensure that the request is
formulated in a clear manner.

Once we will receive your feedback, we will register your case and set the
deadline for replying to your application.

Your sincerely,

Dear EEAS ACCESS TO DOCUMENTS,

Thank you for your reply and for the opportunity to clarify and reformulate my request.

To help narrow the scope and focus the search on a precise subject matter, I would like to request access to:

* All correspondence, meeting records (including agendas, minutes, briefings, or readouts), and preparatory or internal documents held by the EU Delegation in Washington between November 5, 2024, and the present, that refer to:

- Engagements, meetings, or communication with U.S. energy companies or business associations (e.g. the American Chamber of Commerce, API, Chevron, ExxonMobil, Cheniere, etc.),

- In the context of promoting or discussing an increase of LNG exports from the U.S. to the EU or individual EU Member States,

The goal of this request is to understand whether U.S. companies or business groups have been advocating or lobbying the EU or its Member States (via the EU Delegation in Washington) to boost LNG exports to Europe.

If this scope remains too broad, I would appreciate your guidance on how to narrow it further, such as by focusing on a specific time frame, companies, or types of meetings.

Thank you again for your assistance.

Warm regards,

Luis Miguel Hurtado Coronado

Dear Mr Hurtado,

Thank you for your message and the reformulated request in the matter.
After an initial review of documents, this request would still result in a
very large number of documents to be reviewed. Therefore, we would like to
suggest that the request is reduced to cover reports only. In this way,
the search would focus on documents with substantive content on the topic.

We hope this reduction would be agreeable to you.

Once we will receive your positive feedback, we can register your case and
set the  deadline for replying to your application.

Best regards,
