Dear Internal Market, Industry, Entrepreneurship and SMEs,
Under the right of access to documents in the EU treaties, as developed in Regulation Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I would like to request access to all documents related to lobbying on the ‘Critical Raw Materials Act’ and the strategic projects supported under it, as well as the ‘EU Energy and Raw Materials Platform’, including the raw materials, hydrogen and gas mechanisms under it, and similar/ related topics since 1 January 2025. In particular I would like to request:
1. A list of all meetings/ discussions between officials and or Commissioners with lobby organisations where this topic was discussed. This should include targeted consultations and stakeholder workshops/dialogues.
2. Any records, minutes, preparatory briefings, or other notes of these meetings/discussions, including correspondence which set-up, or was follow-up to, these meetings, as well as attendance lists. I would also like to receive full notes of any meetings held, and not just the summary notes proactively published by the Commission.
3. All correspondence since the above date, where this topic was raised, as exchanged between officials and or Commissioners with lobby organisations.
4. I would also like to receive all of the above types of documents as they relate to this topic between member state government(s) and the DG or Commissioners.
5. In addition I would like to receive a list of all studies or impact assessments which the DG has contracted out, or undertaken on, this topic.
Please note that I am tabling similar requests to the Secretariat-General, Competition, Energy, Trade, International Partnerships and Climate. I look forward to receiving the respective documents accordingly.
Yours faithfully,

Dear Internal Market, Industry, Entrepreneurship and SMEs,
The response to this request is long overdue. Given there was no acknowledgement, I'm wondering if it has perhaps been accidentally missed.
Please let me know when I should expect to receive the documents.

We don’t seem to find any requests active from you at the moment. Could you please tell us what is the reference number attributed to your request?

Dear [email address],
Thank you for your response. The initial request was submitted on 21 July 2025, but there was no acknowledgement so it did not receive a reference number.
I've pasted it below, but let me know if it is best to submit a new request.
Yours sincerely,
Pascoe Sabido

Dear Internal Market, Industry, Entrepreneurship and SMEs,
Thank you for doing so. I sent off a flurry of emails before the summer break hoping to return to a stack of documents, but my optimistic plans didn't quite bear fruit - not just in this case, in many cases, where I was away when asked for a clarification, so the request was closed. Such is life.
Yours faithfully,
Pascoe Sabido
Dear Internal Market, Industry, Entrepreneurship and SMEs,
Thank you for your response.
Let me get back to you in order to narrow the request.
Yours faithfully,
Pascoe Sabido
Dear Internal Market, Industry, Entrepreneurship and SMEs,
Thank you for your patience. Let's begin by being more specific, with the option to follow-up later. I'm specifically trying to find out more about the lobbying that took place around the Clean Industrial Deal in relation to critical raw materials, which includes the new EU Energy and Raw Materials Platform, as well as follow-up since the CID was announced. Therefore please limit the scope of the search to the lobbying on critical raw materials in relation to the Clean Industrial Deal, and the EU Energy and Raw Materials Platform.
The time frame was stated in the previous was from January 2025, which appears to be a reasonable timeframe.
Regarding actors, please focus on the following trade associations and companies: CEFIC, BusinessEurope, European Round Table of Industry, International Council for Mining and Metals, Critical Raw Material Alliance, International Association of Oil and Gas Producers, Hydrogen Europe; BASF, Bayer, ArcelorMittal, AngloAmerica, Sasol, Eni and TotalEnergies.
Please apply these criteria to the previous request for documents:
Yours faithfully,
Pascoe Sabido
