Dear Mr Teffer,
I refer to your application dated 31 January 20191, attributed by the Secretariat General
of the Commission to the Directorate General for Neighbourhood and Enlargement
Negotiations (hereafter “DG NEAR”) on 21 February 2019, and registered under the
reference number GestDem 2019/10392.
In your application, you make a request for:
“- A list of meetings with (representatives of) organisations and self-employed
individuals held by commissioners Günther Oettinger, Cecilia Malmstrom, and Johannes
Hahn at the World Economic Forum this year.
- All documents - including but not limited to minutes, (hand-written) notes, audio
recordings, verbatim reports, operational conclusions, lines to take, e-mails, and
presentations - related to those meetings in Davos.”
On behalf of the Cabinet of Commissioner Hahn, I wish to inform that Cabinet Hahn and
DG NEAR do not hold any documents that would correspond to the description given in
your application. Commissioner Hahn only held meetings with representatives of
Governments in Davos, in addition to participating in a number of panels organized by

the World Economic Forum. As Commissioner Hahn did not have any bilateral meetings
with
(representatives) of organisations and self-employed individuals, nor with any
representatives from the private sector, no documents have been drafted for these
purposes.
As specified in Article 2(3) of Regulation (EC) No 1049/20013, the right of access as
defined in that regulation applies only to existing documents in the possession of the
institution. Given that no such documents, corresponding to the description given in your
application have been identified for this request, we are not in a position to fulfil your
request.
In accordance with Article 7(2) of Regulation (EC) No 1049/2001, you are entitled to
make a confirmatory application requesting the Commission to review its position. Such
a confirmatory application should be addressed within 15 working days upon receipt of this
letter to the Secretary-General of the Commission at the following address:
