Delegation of the EU to Washington D.C. - Documents on US LNG meetings

Under Regulation (EC) No 1049/2001 and Article 15 TFEU, I hereby request access to the following documents held by the European External Action Service:

1) All correspondence, from 1 April 2025 to present, between the Delegation of the European Union to the United States (Washington DC) and any third party, including but not limited to:

LNG Allies

The Center for LNG / Centre for LNG

The U.S. Environmental Protection Agency (EPA)

The U.S. Department of Energy (DOE)

The United States Trade and Development Agency (USTDA)

For avoidance of ambiguity, “correspondence” includes emails, briefing materials, letters, internal notes summarising exchanges with these actors, minutes, agendas, talking points, shared attachments, slide decks, “for information” notes, and any other content (including drafts) exchanged or exhibited between the parties or internally circulated about those exchanges.

2) The agenda / calendar entries of the EU Ambassador in Washington DC, covering the same date range, concerning any meeting or call with representatives of:

LNG Allies

The Center for LNG / Centre for LNG

EPA

U.S. Department of Energy

USTDA

Any other corporate or industry entity active in LNG / fossil gas / energy production, transportation, processing, export, import, or related infrastructure (including LNG terminal developers, shipowners, and pipeline companies).

If possible, please provide the records in electronic form and in machine-readable formats.

If parts of this request fall under an exception, I request partial access to the remaining releasable segments.

Dear Sir/Madam,

I am submitting this confirmatory application pursuant to Article 7(2) and Article 8 of Regulation (EC) No 1049/2001 regarding public access to documents.

On 5 November 2025, I submitted an access-to-documents request to the EEAS concerning:

1. “All correspondence, from 1 April 2025 to present, between the Delegation of the
European Union to the United States (Washington DC) and any third party, including
but not limited to: LNG Allies; The Center for LNG / Centre for LNG; The U.S.
Environmental Protection Agency (EPA); The U.S. Department of Energy (DOE); The
United States Trade and Development Agency (USTDA)

2. The agenda / calendar entries of the EU Ambassador in Washington DC, covering the
same date range, concerning any meeting or call with representatives of: LNG Allies;
The Center for LNG / Centre for LNG; EPA; U.S. Department of Energy; USTDA
3. Any other corporate or industry entity active in LNG / fossil gas / energy production,
transportation, processing, export, import, or related infrastructure (including LNG
terminal developers, shipowners, and pipeline companies).”

On 25 November 2025, the EEAS responded by arguing that "no documents matching your request have been identified following this search."

I respectfully request a review of this outcome on the grounds of a failure to identify or disclose all documents within scope. The reply appears to omit documents that are reasonably and foreseeably held by the EEAS in the framework of its activities: according to notes we obtained, an Embassy Working Group meeting organised by LNG Allies, in which allegedly a representative of the EU Delegation in Washington participated, took place on April 3, 2025. Given that, it is highly likely that additional documents exist, including but not limited to:

- Internal briefings and preparatory notes.

- Follow-up correspondence with external stakeholders, particularly meeting organisers and participants.

- Meeting agendas, minutes or summaries;

- Shared or exhibited material;

- Mission reports;

- Internal assessments or DG-to-DG coordination files.

Regulation 1049/2001 requires the institution to conduct a comprehensive and thorough search, which in this case appears to be incomplete.

Therefore, I would appreciate a new search that considers the fact that a documented meeting appears to have been overlooked in the previous search, and that it is unlikely that, in the context of ongoing EU-US engagements on energy trade, no contact with the parties of concern has occurred since then.
