Detailed data on road accidents in Luxembourg from CARE database

Dear Mobility and Transport,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- all documents that contain information on road accidents in Luxembourg for the years 2015-2021 (as far as possibly available), originating from but not limited to the CARE database (Community database on road accidents)
- all documents that contain the age of all victims harmed in a road accident in Luxembourg, the gender, the amount of victims, whether they were pedestrians, cyclists or drivers (or others), where exactly the accident happened (such as GPS coordinates or at the very least street names), the severity of injuries and whether or not victims have died

I am filing the following confirmatory application with regards to my access to documents request 'Detailed data on road accidents in Luxembourg from CARE database'.

The EU Commission, as well as STATEC, only publish punctual, aggregated and summarised information about road accidents. Even data sets that are available as spreadsheets or other machine readable formats only contain aggregated information - it is never granular to the level of individual accidents.

My request was specifically intended for non-aggregated, detailed data (as the title of the request states, barring any personal data of course), such as, for example, detailed GPS locations of where *individual* accidents have happened. In fact I have already asked STATEC if they could provide me with such information, and their answer has been that this was not possible.

Without access to such raw, granular information on the level of individual accidents, such as data contained in documents that contain raw data from the CARE database, I cannot regard my request as having been properly processed.

In particular, your request from 8 November 2021 concerned:

 

-        all documents that contain information on road accidents in
Luxembourg for the years 2015-2021 (as far as possibly available),
originating from but not limited to the CARE database (Community database
on road accidents)

-        all documents that contain the age of all victims harmed in a
road accident in Luxembourg, the gender, the amount of victims, whether
they were pedestrians, cyclists or drivers (or others), where exactly the

On 8 December 2021 we have provided you with a positive answer including a
link to the EU road safety country profile for Luxembourg and to the
Luxembourg stats office (STATEC).

 

By your email of 9 December 2021 you inform us that your “request was
specifically intended for non-aggregated, detailed data (as the title of
the request states, barring any personal data of course), such as, for
example, detailed GPS locations of where *individual* accidents have
happened. In fact I have already asked STATEC if they could provide me
with such information, and their answer has been that this was not

We regret to learn that the answer we have provided does not correspond to
your initial request.
