Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

A detailed account of the expenses (invoices, receipts, contracts) so that it becomes clear which companies benefit from the EU for Ukraine Fund, and how much. This should include both the existing funding as well as the additional funding in the MFF (MultiAnnual Financial Framework) 2021-2027. I've asked the EC (Ref. 24/0614-lk/ns) and they suggested the EIB as source for this information.

We refer to your message of 04 May 2024 addressed to the European
Investment Bank (EIB) via the AsktheEU.org website, requesting information
on which companies benefit from the EU for Ukraine (EU4U) Fund. We also
refer to our acknowledgement of receipt of the same date, as well as to
our message of 03 June 2021 extending the time limit to respond. Your
request has been handled in accordance with the provisions of the EIB
Group Transparency Policy (EIB-TP)[1]^^[1], which applies to such requests
addressed to the EIB.

 

We would first like to inform you that information regarding the EU4U Fund
is available on the EIB website[2]^^[2]. This information is regularly
updated.

 

As indicated on the EIB website, as of today, one operation has been
signed by the EIB under the EU4U Fund. This concerns and EUR 24.7 million
to Horizon Capital Growth Fund IV, aimed at strengthening small and
medium-sized enterprises in Ukraine and Moldova. The EIB’s contribution is
intended to provide growth capital to around 20 companies. Additional
information concerning this operation can be found on the EIB

Concerning your first two questions on the Ukraine Facility, please note
that this Facility is managed by the European Commission. We would
therefore suggest that you address your questions directly to the European

As for your third question on “how do companies apply for the EU4U and who
approves these applications”, projects are identified based on the EIB's
standard origination process in the country. All operations under the EU4U
Fund are submitted to the EIB's Governing Bodies for approval, as well as
to the EU4U Fund's Contributors' Committee, consisting of representatives
from all participating Member States.
 
All investment projects identified and processed by EIB in Ukraine comply
with Ukraine Plan and represent sectors considered as priority by the
Ukrainian Government.
