Diaries of ECB Governing Council members prior to November 2015
Dear European Central Bank,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
- The diaries of all members of the ECB Board Members, prior to November 2015.
- The diaries of all members of the ECB Supervisory Board, prior to November 2015.
It is my understanding that although diaries became publicly accessible only from November 2015 onwards, they were accessible upon request prior to that date. A noteworthy article in the Financial Times from 2015 (titled: 'ECB officials met bankers before key decisions') reported on 2014 meetings, while I am also interested in obtaining diaries from preceding years.
In the event that the requested information constitutes an extensive volume of data, I kindly request that you release these documents incrementally, in accordance with your customary practice, commencing with the most recent records and proceeding in reverse chronological order.

If I'm not mistaken, you should have responded to my request by November 21, 2023, in accordance with European legislation. Could you give me an update on the status of the procedure? I would like to stress again that, if gathering the information requested was too big for a single answer, I would be happy to receive the documents sequentially, starting with the Governing Council agendas and working backwards from the most recent (non public) documents.

In accordance with Article 7(1) of Decision ECB/2004/3 of the European Central Bank, the ECB should reply within 20 working days from the receipt of the application. Your application was received by the ECB on 27 October 2023, and considering that 1 November 2023 is a public holiday for the ECB and must therefore be excluded as working day, the deadline for the ECB to reply to your request is 27 November 2023.
