Discussions between the EC and Defra concerning the UK's proposed TNP 2016-2020

We're waiting for Photoulla Philippidou to read a recent response and update the status.

Dear DG Environment,

I write with respect to the Commission’s discussions with the UK with regards to the UK’s proposed Transitional National Plan (TNP) which permits a gradual reduction of pollutant emissions from the large combustion plants covered by it over the period 2016 to 2020.

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, and under the Aarhus Directive on public access to environmental information (Directive 2003/4/EC) I am requesting the following:

1) Any document and copies of all correspondence (including emails and minutes of meetings) sent to or received from the UK’s DEFRA and DG Environment officials, including the Commissioner (or representatives of) concerning or mentioning the UK’s proposed TNP under the Industrial Emissions Directive (IED) 2010/75/EU, from October 20th 2015 to the present.

2) Any document and copies of all correspondence (including emails, minutes of meetings and any other reports of meetings), sent to or received from the UK’s DEFRA and DG Environment officials, including the Commissioner (or representatives of ) concerning or mentioning the UK’s proposed TNP under the Industrial Emissions Directive (IED) 2010/75/EU which have not been published prior to the 20th October 2015.

In the event that you determine that any of the information should be exempt from disclosure, please redact with black rectangles rather than excerpting or snipping, and state the basis for each exemption.
