Documents from/to the European Commission on the "tech sovereignty package"

I am writing to request access to documents under Regulation (EC) No 1049/2001 regarding public access to European Parliament, Council and Commission documents.
I would like to request access to all documents — including, but not limited to, correspondence, emails (including attachments), minutes, meeting notes, briefings, and any other records — relating to communications between Executive Vice-President Henna Virkkunen, members of her Cabinet, and external organisations and stakeholders concerning the “tech sovereignty package” (including any related or predecessor initiatives).
This request covers the period from 1 January 2026 to the present date.
In particular, I am seeking:
— Correspondence (including emails, SMS, or other messaging services where recorded) between EVP Virkkunen and/or her Cabinet and representatives of companies, industry associations, NGOs, think tanks, or other organisations;
— Records of meetings (including agendas, minutes, or readouts) with such stakeholders;
— Any briefings or internal summaries referring to such interactions.
Where possible, I would prefer to receive documents in electronic format.
If my request is considered too broad, I would be grateful if you could assist in narrowing its scope in accordance with Article 6(2) of Regulation 1049/2001.

I appreciate the workload involved and am willing to cooperate in finding a fair solution. At the same time, I would like to preserve the substance of the request, which concerns transparency around stakeholder engagement in the preparation of the tech sovereignty package and related initiatives.
With a view to making the request more manageable, I would be grateful if DG CONNECT could proceed with a first, prioritised tranche of documents as follows:
- Records of meetings, including agendas, minutes, readouts or equivalent notes, between Executive Vice-President Virkkunen and/or members of her Cabinet and external stakeholders concerning the tech sovereignty package or related/predecessor initiatives, for the period from 1 January 2026 to 28 April 2026.
- Where available within the proposed limit, the corresponding briefings or internal summaries prepared for or following those meetings.
- If the above still exceeds 15 documents, please prioritise documents concerning meetings or exchanges with companies, industry associations, chambers of commerce, consultancies, or other organisations representing business interests.
To help ensure that the selection is meaningful and not arbitrary, I would also be grateful if you could provide, at minimum, a list or schedule of the documents identified as falling within the original scope of the request, including where possible the date, type of document, parties or stakeholders involved, and a short description of the subject matter. This would allow me to make a more targeted selection for any subsequent tranche or narrowed request.
For the avoidance of doubt, I do not agree to the permanent exclusion of documents falling within the original scope of my application. Rather, I understand this fair solution as a practical sequencing of the request, beginning with the most relevant documents within the limit you have proposed.
