Dear European External Action Service,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

All documents related to lobbying on the UN Framework Convention on International Tax Cooperation, which is also referred to as the “UN Tax Convention”, since 1 June 2025.

Document types should include, but not be limited to:

1. All records, minutes, briefings, or other notes of meetings/discussions between EEAS officials (including Commissioners) with private sector lobbyists, such as representatives of private sector companies, industry associations and legal firms, where this topic was discussed.

I would like to receive full notes of any meetings held, and not just the summary notes proactively published by the Commission.

2. All correspondence where this topic was raised since the above date, as exchanged between EEAS officials or Commissioners with private sector lobbyists. This should include correspondence that set-up, or was follow-up to, these meetings; attendance lists; presentations; briefings; studies or impact assessments; and any documents relating to consultations and stakeholder workshops/dialogues on this topic.

3. I would also like to receive all of the above types of documents as they relate to this topic between EEAS officials or Commissioners and other EU institutions; EU member state governments; and external public sector bodies (such as the OECD).

This request does not seek access to confidential negotiating texts or positions intended exclusively for use at the negotiating table.

If anything is unclear or if there are ways that this request could be refined, please do not hesitate to contact me by email or on +44 7796 683 205.

Please note that I am tabling similar requests to DG TAXUD and DG ECFIN.

I look forward to receiving the respective documents accordingly.

Yours faithfully,

Dominic Eagleton

EEAS ACCESS TO DOCUMENTS, European External Action Service

Dear Mr Eagleton,

Thank you for your message.

Indeed, under Article 2(1) of Regulation (EC) 1049/2001 the right to
access to documents is granted to EU citizens and non-EU citizens that are
residents in the EU. To ensure compliance with the Regulation, the EEAS
should therefore be in a position of verifying that you have such right.
This is why we kindly request either a copy of your ID, which states your
EU nationality, or your residence document with the address in the EU.
Please send it directly to the mailbox [EEAS request email]
and not via the form on the website.

We also wish to reassure you that the protection of personal data and
privacy is of great importance to the EEAS. You have the right under EU
law to be informed when your personal data is processed as well as about
the purpose and details of that processing. When handling personal data,
we respect the principles of the Charter of Fundamental Rights of the
European Union, and in particular Article 8 on data protection. Your
personal data are processed in accordance with Regulation (EU) 2018/1725
on the protection of natural persons with regard to the processing of
personal data by the Union institutions, bodies, offices and agencies and
on the free movement of such data, aligned with Regulation (EU) 2016/679,
the General Data Protection Regulation.

In the privacy statement providing an overview related to processing of
your personal data with regard to handling requests under Regulation (EC)
1049/2001 (please see link below), you will find information about how the
EEAS processes your personal data and what rights you have as a data
subject.

Please note that as mentioned in the privacy statement, the EEAS will ask
for an ID document for the purpose of identification verification.

If you have questions on the application of the data protection rules for
the protection of personal data in the EEAS, you can also contact the EEAS
Data Protection Office (see point 9 of the Privacy Statement).

We look forward to receiving a copy of your ID document or proof of
residence in the EU in order for us to be able to accommodate your
request.

Yours sincerely,
