Documents on the UN Tax Convention
Dear Economic and Financial Affairs,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
All documents related to lobbying on the UN Framework Convention on International Tax Cooperation, which is also referred to as the “UN Tax Convention”, since 1 June 2025.
Document types should include, but not be limited to:
1. All records, minutes, briefings, or other notes of meetings/discussions between DG ECFIN officials (including Commissioners) with private sector lobbyists, such as representatives of private sector companies, industry associations and legal firms, where this topic was discussed.
I would like to receive full notes of any meetings held, and not just the summary notes proactively published by the Commission.
2. All correspondence where this topic was raised since the above date, as exchanged between DG ECFIN officials or Commissioners with private sector lobbyists. This should include correspondence that set-up, or was follow-up to, these meetings; attendance lists; presentations; briefings; studies or impact assessments; and any documents relating to consultations and stakeholder workshops/dialogues on this topic.
3. I would also like to receive all of the above types of documents as they relate to this topic between DG ECFIN officials or Commissioners and other EU institutions; EU member state governments; and external public sector bodies (such as the OECD).
This request does not seek access to confidential negotiating texts or positions intended exclusively for use at the negotiating table.

Dear Mr Eagleton,
We are writing concerning your request for access to Commission documents
registered on 16/03/2026 under case number EASE 2026/1508.
We are currently working on your request. However, we have not yet been
able to gather all the elements necessary to carry out a full analysis of
your request. We will not be able to send you the reply within the
prescribed time limit expiring on 09/04/2026.
In order to retrieve potential documents requested, large files have to be
examined.
Therefore, in line with Article 7(3) of [1]Regulation (EC) No 1049/2001,
we need to extend this time limit by 15 additional working days. The new
time limit expires on 30/04/2026.
