Documents relating to Working Time Directive

We're waiting for Rebecca Whiteing to read recent responses and update the status.

Dear European Parliament,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

1. A list of members of the European Parliament and Council of the EU who were non-UK nationals, in which the agreement of the Working Time Directive 2003/88/EU was reached

2. Document relating to the decision by the European Parliament and Council of the EU to ‘opt-out’ of maximum working hours for domestic workers

In particular, I am looking for:
meetings, emails, reports, and the participation of non-UK nationals

3. Any documents that would show who was giving advice to European Parliament and Council of the EU regarding the Working Time Directive

I would like to ask you to inform me in advance whether there will be an administrative cost and if so, how high the fee will be. In my opinion, no costs should be incurred, as I am currently studying at Weißensee kunsthochschule and intend to explore the misconduct and treatment of domestic workers and will be using my findings for my own research. I would like to gently ask you to assess the possibility of providing me with the requested information in electronic form and free of charge. Depending on the possibility, I would accordingly also ask you to send me the information in a file format that is commonly readable digitally (as .doc, as .docx, as .rtf, as .xls or as .xlsx).

Dear Ms Whiteing,

Thank you for contacting the Transparency Unit of the European Parliament.

Further to your application under [1]Regulation (EC) No
1049/2001, requesting documents relating to the procedure leading up to
the approval of the Working Time Directive, please find attached two
documents showing the legal advice that Parliament and Council received on
the matter.

Please note that, as stated in those documents, the adopted text is a
codification of existing provisions. Therefore the Commission's proposal
was not subject to substantive discussions, and both the Parliament and
Council did not propose any changes.

You will find more information on the procedure on the [2]EurLex page for

Observatory.

After the Commission submitted to Parliament the proposal for a European
Parliament and Council directive concerning certain aspects of the
organisation of working time, such proposal was referred by the President
of Parliament to the Committee on Legal Affairs and the Internal Market
(JURI). The committee appointed Joachim Wuermeling rapporteur. The
following Members were present for the vote in the JURI Committee:
Giuseppe Gargani, chairman and rapporteur; Ioannis Koukiadis and Bill
Miller, vice-chairmen; Paolo Bartolozzi, Charlotte Cederschiöld (for The
Lord Inglewood), Bert Doorn, Janelly Fourtou, Marie-Françoise Garaud,
Evelyne Gebhardt, Malcolm Harbour, Kurt Lechner, Klaus-Heiner Lehne,
Hans-Peter Mayer (for Marianne L.P. Thyssen), Angelika Niebler (for Rainer
Wieland), Marcelino Oreja Arburúa (for José María Gil-Robles Gil-Delgado),
Anne-Marie Schaffner, Diana Wallis and Joachim Wuermeling. The
Commission's proposal was approved.
