EC's decision not to follow written declaration 7/2016 on missing children

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

All documents related to Mrs Jourova's letter (2017)420772 - 26/01/2017 and the original decision of the European Commission to which it is connected. How did the European Commission exactly come to the conclusion not to do anything with the European Parliament's Written Declaration 7/2016 on missing children of 22 September 2016? What were the considerations? Who provided the argumentation? Has the organization Missing Children Europe played any role in this decision?

I have submitted that information. Thereupon I still did not receive the information, after which I have send a message like this one, to request a response. Dear Secretariat General of the European Commission,

Yesterday you have sent me some documents concerning the EC's decision not to follow the written declaration 7/2016 on missing children. Yet these documents are NOT the documents that I have requested. Obviously I already have the EPs' written declaration and I already have the EC's response of 20-07-16 and Ms Jourova's letter of 26-01-17. What I requested for, were the documents which (after the EPs' declaration 7/2016) have lead to / have provided input to / have contributed to the EC's response on 20-07-2016. Obviously there must have been some deliberations, communications, consultations and/or legal advice that have lead to the EC's response of 20-07-16 (and Ms Jourova's letter). The reply of Members of the EP do not clarify anything, as they contradict the view of the EC. The whole point of the question is: which documents have lead to the decision of the EC as it has been taken; which documents provided input for the view of the EC that is so different from the view of the EP. Those are the documents that I requested to see. Please send these to me either per e-mail or per regular mail (indicated here below).

I am filing the following confirmatory application with regards to my access to documents request 'EC's decision not to follow written declaration 7/2016 on missing children'.

I have requested the information concerned on the 23rd of February. I received some documents, but those are not the documents that I had requested, and I have notified the EC thereof. However, now I am still waiting for the information concerned. As I understand, the EC is under an obligation to respond in two weeks. I do not mind waiting a little longer, but it has been over two months now. Please be so kind to send me all documents that have contributed to the contents of the EC's decision not to follow up on written declaration 7/2016 on missing children.
