Dear European External Action Service,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
All communication including internal and external emails (including but not limited to protocols, minutes or any other written notes) related to migration and/or border management in Tunisia between the EEAS headquarter in Brussels and the Delegation of the European Union to Tunisia between 1 June 2025 and 31 January 2026.
I understand I should expect a full response within 15 working days. Please contact me if my request is unclear.
Yours faithfully,

Dear Mr Ed Callaghan,
This message is an acknowledgement of receipt for your requests for access
to documents, which were registered on 18 February 2026, under Regulation
1049/2001 regarding public access to European Parliament, Council and
Commission documents, which the EEAS is also respecting.
Your requests for access to documents have been registered under reference
number: 2026/034.
Please refer to these numbers in any further correspondence.
In accordance with the Regulation, you will receive a reply within 15
working days. Please note that the calculation of the deadline takes into
account the public holidays followed by the EU institutions and not those
of individual countries.
Your personal data will be processed in accordance with Regulation (EU)
2018/1725 of 23 October 2018 on the protection of natural persons with
regard to the processing of personal data by the Union institutions,
bodies, offices and agencies and on the free movement of such data. Please
consult the [1]Privacy Statement for further related information.
The European External Action Service reserves the right to ask for
additional information regarding our identity in order to verify
compliance with Regulation (EC) No 1049/2001 and the EEAS’s implementing
measures.
In case we need additional information, clarification or context to the
nature of your request, you will be contacted by us.
Yours sincerely,

Dear Mr Callaghan,
Thank you for your request for access to documents, in which you ask for:
All communication including internal and external emails (including but
not limited to protocols, minutes or any other written notes) related to
migration and/or border management in Tunisia between the EEAS headquarter
in Brussels and the Delegation of the European Union to Tunisia between 1
June 2025 and 31 January 2026.
We are contacting you in line with Article 6(2) of the Regulation to
possibly clarify and delimit the scope of your request to the regular
reports exchanged between the EEAS HQ and relevant EU Delegation. In fact,
including internal communications such as emails would lead to an
excessive number of documents identified and to be assessed in the context
of the request. This would have an excessive impact on the administrative
burden on the institution and would impact on the ability to respond to
the request within the deadlines prescribed by the Regulation. Moreover,
most of such exchanges may not necessarily contain information that could
be considered as useful or meaningful for the purpose of your request.
Against this background, would you agree on the above proposal?
Yours sincerely,
EEAS ACCESS TO DOCUMENTS
