ENISA on Oracle
Dear Madam, Sir,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
All documents - including but not limited to e-mails, minutes, notes, presentations, reports - related to the European Commission initial intention and finally its decision to select Oracle Cloud Infrastructure (announced by Oracle on 30 October 2023) for EU public bodies. This should include any documents related to how a potential selection of Oracle would relate to cloud security.
If you require additional clarification regarding my request, do not hesitate to contact me.
Please note I prefer to receive the documents and any communication in digital format, and not by physical mail. Let's protect the environment.
Sincerely,
Peter Teffer

Dear Madam, Sir,
Thank you for your reply to my request which was registered with number Ares(2023)810206.
I know that the European Commission, and not ENISA, was responsible for taking the decision regarding the selection of Oracle Cloud Infrastructure for EU public bodies.
However, my request involves documents regarding any possible communication between ENISA and the Commission, for example on how a potential selection of Oracle would relate to cloud security.
If there has been no contact at all between the Commission and ENISA regarding the potential selection of Oracle, could you please confirm this in writing?
Sincerely
Peter Teffer

Dear Madam, Sir,
I confirm receipt of your email of 11 December 2023 regarding my request which was registered with number Ares(2023)810206.
But it makes me wonder whether this email was actually written by someoneone who has read my request and follow-up emails.
I do not need to be "informed that the European Union Agency for Cybersecurity (ENISA) is not the awarding authority on Oracle Cloud Infrastructure for EU public bodies".
I know. This is what I already said and acknowledged in my e-mail of 30 November 2023.
ENISA *does not have to be* the awarding authority on Oracle Cloud Infrastructure for EU public bodies, to be communication with the European Commission about the Commision's initial intention and decision to select Oracle Cloud Infrastructure for EU public bodies.
That is why in my e-mail of 30 November 2023, I explain that "my request involves documents regarding any possible communication between ENISA and the Commission, for example on how a potential selection of Oracle would relate to cloud security".
I also explicitly asked: "If there has been no contact at all between the Commission and ENISA regarding the potential selection of Oracle, could you please confirm this in writing?"
If you refuse to simply answer that question, please consider this message as a confirmatory application, which hopefully will be handled more diligently.
Sincerely
Peter Teffer
