EU Ethics Body Operationalisation
Dear European Parliament,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am kindly requesting documents which contain the following information:
- All documents (including internal notes, meeting minutes, correspondence, decisions or nominations) related to the appointment of the Parliament’s representative and alternate representative to the Ethics Body established by the Agreement;
- Any preparatory documents, briefings, or internal assessments regarding the operationalisation of the Ethics Body by the Parliament;
- All documents relating to the Parliament’s participation in the selection or appointment of the five independent experts referred to in Article 5 of the Agreement;
- Any relevant communications related to the implementation of the ethics body, the nomination of the representatives, alternates and independent experts, between the European Parliament and the other parties of the agreement;
- Any correspondence with other institutions or bodies concerning the first meeting or the application of the Agreement, including scheduling, coordination, or delays;
- The European Parliament's legal service opinion regarding the obstacles to the ethics body operationalisation, more specifically on the need for the rules of procedure of the EP to be modified before, rather than after, the implementation of the ethics body and its first meeting;
- The Parliament’s self-assessment of its internal rules in light of the common minimum standards, as referred to in Article 10 of the Agreement, if available;

I am filing the following confirmatory application with regards to my access to documents request 'EU Ethics Body Operationalisation'.
The European Parliament has failed to respond to my initial request for access to documents within the time limits set by Regulation (EC) No 1049/2001. My request, registered on 26 May 2025, was subject to an extension communicated on 19 June 2025 under Article 7(3) of the Regulation, giving the institution a total of 30 working days to reply. That extended deadline expired on 10 July 2025.
As of today, no reply—neither a decision granting access, a refusal, nor a reasoned explanation—has been received. This constitutes a breach of the obligations laid down in Article 7 of the Regulation and undermines the principle of timely and transparent administration. I therefore request a full review of the handling of my request and the immediate release of the documents concerned.

I would like to clarify and correct the record: my confirmatory application was submitted on 11 July 2025, not on 14 July as you appear to suggest. I kindly ask you to revise your internal deadline calculations accordingly, in line with Article 7 of Regulation (EC) No 1049/2001.
Furthermore, I wish to express my disappointment at the persistent delays in handling this request. Despite your prior assurance that a response was in the process of finalisation, I observe that every possible procedural deadline is being invoked, without confirmation of concrete progress.
