Dear European External Action Service,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

* Any documents describing the process by which updates to EU restrictive measures (sanctions) are transposed into the EU Financial Sanctions Files (FSF, https://webgate.ec.europa.eu/fsd/fsf/#!/...) data format. This may include methodology, work instructions to EU staff, and software documentation.

* Any documents - such as emails, memoranda, meeting notes - discussing delays in the publication of EU FSF data updates (vis a vis the publication of new restrictive measures by the Council and EEAS).

* Any email conversations with third parties (e.g. watchlist data vendors such as LexisNexis, Dow Jones, etc.) regarding the delayed updating of FSF data.
