EU rules on CO2 emission performance standards for new cars and vans

We're waiting for Alessandro Runci to read recent responses and update the status.

Dear Internal Market, Industry, Entrepreneurship and SMEs,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- All correspondence - including attachments - between DG GROW and third-parties, in which the topic of the EU rules on CO2 emission performance standards for new cars and vans mentioned or discussed.

- All documents pertaining to meetings between DG GROW and stakeholders in which the topic of the EU rules on CO2 emission performance standards for new cars and vans mentioned or discussed.

By documents I refer to internal preparatory meetings, notes, minutes and any other documents exchanged before, during and after the meeting both internally between Commission' staff and between Commission' staff and third-parties.

I am interested in documents between 2022 and today.

By third-parties, I refer to stakeholders that are not part of the European Commission (e.g. private companies, consultancies, trade groups, think-tanks, MEPs, national governments, etc.).

I prefer you produce the documents on a rolling basis. At no point should the Commission’s search for—or deliberations concerning—certain documents delay the production of others that the Commission has already retrieved and elected to produce.

Please acknowledge the receipt of this request for access to documents.

Yours faithfully,

Alessandro Runci

Administrative closure. Same request as 2025/5630

Dear Internal Market, Industry, Entrepreneurship and SMEs,

Can you please explain to me why you unilaterally closed my access to document request?

Yours faithfully,

Alessandro Runci

GROW-ACCES-DOCUMENTS@ec.europa.eu, Internal Market, Industry, Entrepreneurship and SMEs

Dear Mr. Runci

As explained in the closing message, the request was identical to another access to documents request you made (2025/5629 and 2025/5630).

Request 2025/5630 is still open and being handled by the respective services. In the future, it would be helpful if the requests you make were made only once and that when you address us by email you include the reference number of the request in question in the subject.

Many thanks in advance

Kind regards

GROW ATD

Dear [email address],

I have only made one request to your department, sent on 30/10/2025 and registered on 03/11/2025 under the case number 2025/5630. I have made not other requests to your DG before or after that one.

GROW-ACCES-DOCUMENTS@ec.europa.eu,

Dear Mr Runci,

We are writing concerning your request for access to Commission documents
registered on 3 November 2025 under case number EASE 2025/5630.

We are currently working on your request. However, we have not yet been
able to gather all the elements necessary to carry out a full analysis of
your request. In addition, some of the documents originate from third
parties, which have been consulted.

We will thus not be able to send you the reply within the prescribed time
limit expiring today.

Therefore, in line with Article 7(3) of Regulation (EC) No 1049/2001, we
need to extend this time limit by 15 additional working days. The new time
limit expires on 15 December 2025.

We apologise for any inconvenience this may cause.

Kind regards,

European Commission
