EU rules on CO2 emission performance standards for new cars and vans

We're waiting for Alessandro Runci to read recent responses and update the status.

Dear Mobility and Transport,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- All correspondence - including attachments - between DG MOVE and third-parties, in which the topic of the EU rules on CO2 emission performance standards for new cars and vans mentioned or discussed.

- All documents pertaining to meetings between DG MOVE and stakeholders in which the topic of the EU rules on CO2 emission performance standards for new cars and vans mentioned or discussed.

By documents I refer to internal preparatory meetings, notes, minutes and any other documents exchanged before, during and after the meeting both internally between Commission' staff and between Commission' staff and third-parties.

I am interested in documents between 2022 and today.

By third-parties, I refer to stakeholders that are not part of the European Commission (e.g. private companies, consultancies, trade groups, think-tanks, MEPs, national governments, etc.).

I prefer you produce the documents on a rolling basis. At no point should the Commission’s search for—or deliberations concerning—certain documents delay the production of others that the Commission has already retrieved and elected to produce.

Please acknowledge the receipt of this request for access to documents.

Yours faithfully,

Alessandro Runci

Dear Sir,

Please find attached a message concerning your request for access to
Commission documents registered under the above case number 2025/5817.

Kind regards,

MOVE B4 Secretariat

Dear Mobility and Transport,

Your proposal to restrict my access to document to request to only 3 stakeholders is far from fair, and you can easily see how other DGs have addressed these requests without massively reducing the scope, as you are suggesting.

In order to accommodate your request, I can accept the two following restrictions:

- Restrict the request to correspondences (including attachments) and
documents which main topic is CO2 standards, and meetings where CO2
standards are explicitly on the agenda;

- Limit the timeframe of the request to a period of up to one year and specify
the timeframe you are interested in, e.g. from 11 November 2024 to the date
of receipt of the request, 10 November 2025.

Do confirm me that you will address my request, according to the new scope.

Alessandro Runci

MOVE-ACCES-DOCUMENTS@ec.europa.eu,

Dear Sir,

We are writing concerning your request for access to Commission documents
registered on 10 November 2025 under case number EASE 2025/5817.

We are currently working on your request. However, we have not yet been
able to gather all the elements necessary to carry out a full analysis of
your request. We will not be able to send you the reply within the
prescribed time limit, expiring on 1 December 2025.

An extension of the deadline is requested as the identified documents
relate to third parties and additional time is needed to conduct the
necessary consultations.

In line with Article 7(3) of [1]Regulation (EC) No 1049/2001, we need to
extend this time limit by 15 additional working days. The new time limit
expires on 22 December 2025.

We apologise for any inconvenience this may cause.

Kind regards,

MOVE B4 Secretariat
