Dear European Border and Coast Guard Agency,

On September 3rd 2024, a small boat carrying people seeking passage to the United Kingdom saw difficulties in the English Channel. As a result, 12 people died. 

The English Channel is under heavy surveillance by the UK and France, and I am under the impression that Frontex's EUROSUR system is operational there too.

Pursuant to Regulation (EC) No 1049/2001 regarding public access to documents, I would like to request documents which contain the following information:

1) Were drones and/or satellites used by EUROSUR in operations in the area that this incident took place in? (Off the coast of Cap Gris Nez in France)

2. If the small boat was detected by EUROSUR or any other border monitoring system, please also indicate the time at which it was first spotted, and the time that it first became apparent that the small boat was in distress

3. If Frontex was aware of the vessel or situation, did it inform the French and/or UK authorities of it, and at what time?

4. If Frontex was not aware, or could not collect intelligence on the situation, what are the reasons that led to the EUROSUR system not detecting the small boat?

5. Has EUROSUR performed surveillance operations in, or overlooking, English territories? (This final question is not strictly related to the events of September 3rd, 2024.)

Please be informed that your PAD request [PAD-2025-00373] constitutes a

No EUROSUR operated drones were deployed, nor were satellite images taken
when this incident took place.

 

 2. If the small boat was detected by EUROSUR or any other border

Frontex was not aware nor involved in the mentioned case.

 

 4. If Frontex was not aware, or could not collect intelligence on the
situation, what are the reasons that led to the EUROSUR system not
detecting the small boat?

There may be some misconception about what EUROSUR is. EUROSUR is a system
for sharing information and coordinating operational cooperation, based on
shared responsibility between EU Member States and Frontex. remain
responsible for the surveillance of their external borders, and the
information they collect is added to both national and EU-wide situational
pictures.

 

One part of EUROSUR, called “fusion services,” is coordinated by Frontex
and can support a Member State if requested. Frontex itself can only
activate these services in the “pre-frontier area.”

 

In this case, the neighbouring Member State did not request or activate
these services in the area concerned.

 

 5. Has EUROSUR performed surveillance operations in, or overlooking,
English territories? (This final question is not strictly related to
the events of September 3rd, 2024.)

Never.
