Evaluation details of past Call for Tenders
Dear EIB Group,
Under the right of access to documents in the EU Treaties and as developed
in Regulation 1049/2001, I hereby request access to the documents relating
to (1) the details of the evaluation of the requests for proposals and (2)
the nature, scores, detailed evaluation comments, number of awards as well
as companies awarded a seat on these. The framework contracts within the
range of this request are:
- Call for Tenders Ref. 2022-CE-CSD-003 Provision of IT and Data Services to the EIF
- Call for Tenders Ref. 2022-CE-SPA-001 Provision of Financial, Business and Management Consultancy and Co-sourcing Services to the EIF
- Call for Tenders Ref: CfT-1695 - Assistance in supporting the Digital Innovation activities of the EIB Group internal Digital Transformation Programme
- Call for Tenders Ref: CFT-1705 Framework Agreements for consultancy services
to support the Internal Audit Department

We refer to your message of 29 August 2024 addressed to the European Investment Bank (EIB) Group via the AsktheEU.org website, requesting information and access to documents relating to four calls for tenders. We also refer to our acknowledgement of receipt of the same date.
Your request has been handled in accordance with the provisions of the EIB Group Transparency Policy (EIB-TP) [1] and the European Investment Fund Transparency Policy (EIF-TP) [2] which applies to such requests addressed to the EIB and EIF, respectively for the calls for tenders published by the EIB and EIF.
Please find attached the contract award notices and scoring matrices/evaluation documents containing the information requested for the following call for tenders:

For the sake of clarity, kindly note that:
- The attached document titled 2022-CE-CSD-003 (Provision of IT and Data Services to the EIF) comprises the evaluation for 19 tenderers of the award stage, broken down within the first four pages (the evaluation presented for five tenderers in the first three pages and four tenderers on the fourth page), while the results of the evaluation can be found on p.40. The document is accompanied by the respective contract award notice of the procedure;
- The attached document titled 2022-CE-SPA-001 (Provision of Financial, Business and Management Consultancy and Co-sourcing Services to the EIF) comprises the evaluation of the tenderers across 12 different domains. You can see the number of tenderers for each domain and overall ranking on pp. 59 to 63 of the document. The latter is accompanied by the respective contract award notice of the procedure.
When applicable, names of tenderers and evaluators as well as all other personal data contained in these documents have been redacted to protect their privacy and integrity in line with Article 5.4 b. of the EIB-TP and Article 5.4 b. of the EIF-TP.
Kindly note we are sending you these attachments in two separate batches due to their size.
As regards the EIB Call for Tenders reference: CFT-1705 (Framework Agreements for consultancy services to support the Internal Audit Department), please note that the procedure for this CFT has not been finalised, and no contract award notice has been published yet. Thus, documents for this CFT cannot be disclosed under the EIB-TP in order to protect the EIB’s decision-making process in line with Article 5.7 of the EIB-TP.
