SUGGESTED PRESS LINE TO TAKE – COUNCIL DOCUMENT DISTRIBUTION

The GSC manages a variety of document distribution systems and is currently discussing
pragmatic technical options with Member States about how documents are provided digitally
by them to their national parliaments.

The Treaties set out precise obligations regarding the direct forwarding of specific documents
to national parliaments by the Council, which the GSC fully respects. Such documents are
distributed automatically using a specific system.

The Delegates Portal is another system which is designed to facilitate the work of members
of the Council and for delegates in national administrations who participate in meetings of the
Council or any of its preparatory bodies.

Apart from the specific cases where the Council has to forward documents directly to
national parliaments, the Council has no role in determining what information or documents
national governments share with their national parliaments. This is entirely a matter for
national governments in accordance with their internal institutional arrangements.

Is the Council preventing distribution of LIMITE documents to national parliaments?
No. As indicated above, it is entirely for Member State governments themselves to determine what
information or documents, including LIMITE ones, they provide to national parliaments.
