TECHNICAL INFORMATION NOTE
Subject: Council document distribution
(i) How are Council documents distributed?
There are two main systems for distributing unclassified documents to national governments
and administrations for members and delegates participating in working
party/Coreper/Council/European Council meetings:
- The Council Information Exchange platform (CIxP)
- Delegates Portal.
(ii) What is the Council Information Exchange Platform CIxP?
CIxP is the system for formal distribution of European Council and Council documents to
Member States’ administrations. It pushes all European Council and Council documents (i.e.
CMs, STs, WKs, etc.) to one (in some cases two) central nodes in Member States, mostly
located in Foreign Ministries. It is a modern distribution system to replace the outdated
U32mail system pushing documents to Member States

CIxP has been specifically designed to allow Member States to build onto it any internal
software or interfaces for any internal onward transmission purposes Member States wish to
use it for. A number of Member States have already configured their CIxP node in order to
feed national document management systems in their administrations according to their own
needs.
(iii) What is Delegates Portal?
Delegates Portal is a service offered to delegates who are involved in meetings in the
Council to facilitate their work in the Council by making available documents and other
relevant information.

(vii) If we have Delegates Portal, why does the Council need CIxP?
CIxP allows the GSC to meet its legal obligation under Article 3 of the Council’s Rules of
Procedure to send to Council members provisional agendas of the Council and other
documents for which the delivery date is important for calculating deadlines with legal
consequences. Each Member State
must activate at least one CIxP access point, so that all
required documents can be distributed and received on a specific date.

(iv) To whom can Member States distribute Council documents?
Council document distribution systems exist specifically to meet the direct working needs of
members and delegates in national administrations attending meetings and preparing the
work of the European Council and the Council. It is entirely the prerogative of each Member
State to determine which internal Council documents they forward to whom in their national
context, while respecting the basic guidelines on handling Council documents.
(v) Can the Council distribute documents to national parliaments?
According to the Treaties, including Protocols No. 1 and 2, the Council has precise
institutional obligations regarding the direct forwarding of specific documents to national
parliaments. The GSC respects this obligation by automatically forwarding all such
documents, using a specific system, to defined email addresses in all national parliaments.
(vi) What can Member States do with their CIxP node?
The GSC has already provided delegations with extensive documentation, sample code and
support to help them configure their CIxP nodes so they can distribute documents in national
systems either as emails or in other formats. This information has been provided through the
Council’s Coordination Commit ee for Communication and Information Systems to
designated technical contact points for CIxP in each Member State.
(vii) How to ensure a smooth transition?
There are two ways in which it is possible for delegations, who wish to do so, to organise
onward digital distribution of documents to specific entities in their national structures. This
can be done by:
(i)
transferring the documents to an existing internal national document management
system and using it to forward specific documents to such entities; or
(ii) configuring, under their own responsibility, their own CIxP node to organise onward
distribution of specific documents to designated electronic mailboxes or designated
databases in line with internal requirements in each Member State.

Member States which wish to pursue option (i ) would need to undertake the necessary
internal IT development work (a matter of a few weeks) to ensure continuity in internal digital
document distribution to relevant entities. The aim should be to complete this for all by the
same date.
