GHG-reduction goals for the agricultural sector
Dear Sir/Madam,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, and Regulation 1367/2006, I am requesting the following information:
All documents from 2023 – including but not limited to (draft versions of) minutes, (hand-written) notes, audio recordings, verbatim reports, operational conclusions, briefings, e-mails, attachments, letters, text messages, phone call notes, (powerpoint) presentations – related to communication with LTO Nederland, LTO Noord, ZLTO and its employees or consultants working for these organisations about greenhouse gas reduction goals for the agricultural sector, in light of Europe's 2040 climate target and path to climate neutrality by 2050.
Context: In the fall of 2023, Diederik Samsom also announced that the Commission would announce specific reduction goals for the agricultural sector at an event where LTO was present. Politico wrote in February 2024: ‘Under intense pressure from farmers, the European Commission has dropped key passages in a proposal for a new 2040 goal for cutting greenhouse gas pollution. “All sectors” would need to contribute to the effort, the EU executive's plan says. But a mention of a possible 30 percent cut to agricultural pollution between 2015 and 2040, which was in previous drafts seen by POLITICO, had been removed.’ (https://www.politico.eu/article/eu-eases...)
Since the information might at least partly also concern "activities affecting or likely to affect" the "state of the elements of the environment", I believe Regulation 1367/2006 applies.
Should you encounter any difficulties in interpreting or processing my request, I am ready to discuss ways to clarify or amend it to keep the effort required on your part to the necessary minimum.
Please send me an acknowledgement of receipt for this request, as foreseen by Article 7 (1) of Regulation 1049/2001. I would appreciate it if you could send a list of documents that correspond to my request. Please note I prefer to receive the documents in digital format, not by physical mail. Given the story in Politico (https://www.politico.eu/article/eu-eases...) and the fact that LTO Nederland has confirmed to me there have been talks about this with the Commission (see also their press release: https://www.lto.nl/lto-klimaatdoelen-204...), I find it extremely unlikely that DG Agri does not hold any documents.
I am therefore hereby requesting an internal review.

I meant to request an internal review for 2024/1811 about: “GHG-reduction goals for the agricultural sector”.
My request to DG AGRI about the nutrient polluted areas (case number case 2024/1111) has been closed, after DG AGRI referred me to DG ENVI. I filed a new request with DG ENVI on that topic (case number 2024/1541). They informed me the time-limit for this request would expire on 15/04/2024. They have not gotten back to me. Therefore I sent this email to them today:
‘Dear Environment,
The new deadline has expired. Can you please let me know when you expect to send me the documents, by the end of this week? Else I will have no option but to request an internal review.’
I hope this clears things up on your end.
