Grant Agreement of ESMIMET
Dear Regional and Urban Policy,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
Grant Agreement (GA) or similar contractual documents of 0284_ ESMIMET_3_E (INTERREG POCTEP / FEDER), including any existing addenda, annexes, amendments, errata or substitutions, and subcontracts. This considers especially the GA's core documents that lay out the objectives of the project, its partners and participants, and also the deliverables to be elaborated within the project.
Yours faithfully,

Dear Mr. Völker,
Although the Structural Funds are part of the EU budget, they are spent on the basis of shared responsibility between the European Commission and national authorities. This means that the Commission negotiates and approves programmes proposed by EU Member States. The Commission allocates resources to them and the EU countries are in charge of their implementation, including project selection. Therefore the information you have kindly requested is not available to the Commission services but with the authorities managing the Spain-Portugal Interreg programme (POCTEP).
