Guidelines on the spending of structural funds 2014- 2020
Dear Secretariat General (SG),
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting the following documents:
1) Guidelines prepared for or provided by the European Commission (including DG REGIO, DG EMPL and any other relevant Directorate Generals) to the Member States of the European Union, regarding the Operational Programmes for the spending of Structural Funds (particularly the ESF and the ERDF), for the period 2014 - 2020.
2) Documents containing draft ex-ante conditions on the spending of Structural Funds over the next programming period, apart from and in addition to the proposed Common Provisions Regulation.
3) I have a particular interest on ex-ante conditions to do with the de-institutionalisation of people living with disabilities, if any exist. Are there any requirements or guidelines which refer to Member States' obligations to spend EU funds in a manner which is consistent with the UN Convention on the Rights of Persons with Disabilities?

the Guidelines regarding the Operational Programmes as well as the ex-ante
conditionalities for the spending of Structural Funds for the period
