ANNOTATED AGENDA 
for the Working Party on Tax Questions (High Level) 
(3 July 2023, 10:00) 
The purpose of this annotated agenda is to present the key aspects to be covered during the 
WPTQ (High Level) meeting on 3 July 2023 (see doc. CM 3344/23). 
 
1.  Work programme and priorities in the area of taxation under the Spanish 
Presidency 
The incoming Spanish Presidency will provide a general presentation and will outline its key 
priorities in the area of tax policy for the duration of this Presidency term. 
2.  Reallocation of taxing rights (Pillar 1) 
–  Preparation of the relevant agenda item at the July Ecofin 
Delegations will be invited to prepare the discussion of the Ecofin Council on the above 
subject on the basis of a Presidency note (WK 8710/23). 
3.  New EU common system for the avoidance of double taxation and prevention of 
tax abuse in the area of withholding taxes (FASTER) 
– 
Presentation from the Commission 
– 
Exchange of views 
The Commission will be invited to present the key aspects of this proposal. Delegations will be 
invited to exchange views. 
4.  VAT in the Digital Age 
–  Follow-up of the policy debate at the June Ecofin 
Delegations will be invited to discuss the follow-up of the Ecofin Council policy debate in 
Luxemburg on 16 June 2023 on the basis of a Presidency note (WK 8442/23). 
 
 


 
 
 
 
 
5.  Any other business 
The Presidency will inform delegations on the state of play and intended way forward with 
regard to the work on the upcoming report of the UN Secretary-General on international tax 
cooperation. 
The Presidency will also inform delegations about its intention to informally contact the US 
Treasury as regards FATCA. Delegations will have an opportunity to comment on the next 
steps.
