Any correspondence, briefing notes, analyses, or assessments prepared by or for the ECDC concerning the European Commission proposal to combat child sexual abuse material (CSAM, “Chat Control”), particularly in relation to:
1) The confidentiality of medical data and doctor–patient communications.
2) The role of encryption in safeguarding health-related information and cross-border data exchange within the EU.
3) The potential impact of mandatory scanning technologies on epidemiological surveillance, secure communication of health authorities, and protection of sensitive data.
4) Risks that weakening messaging encryption, as envisaged under the proposal, may introduce or exacerbate — including increased susceptibility to social engineering attacks and resulting medical data breaches.

Timeframe: 2020 – present.

If exceptions under Article 4 of Regulation 1049/2001 are invoked, I request partial access under Article 4(6). I also submit that there is an overriding public interest in disclosure, given the centrality of medical confidentiality to both public health and fundamental rights under Articles 7 and 8 of the Charter of Fundamental Rights.

On 11 September 2025, I submitted an access to documents request to your institution under Regulation 1049/2001, relating to documents held in relation to the CSAR regulation and its implications for the medical sector.

It is currently 5 May 2026 — approximately eight months since the initial request was submitted. To date, I have received no response, no extension notice, and no acknowledgement of receipt.

I would be grateful if you could inform me of the current state of proceedings as regards this request, including whether a response is being prepared and the anticipated timeframe for its provision.

Should I not receive a response within the statutory timeframe, I will consider the available remedies under Regulation 1049/2001.
