I received your request regarding information on the identification of
Projects of Common Interests and in particular the inclusion of PCIs
7.1.1, 7.1.3 and 7.1.6, part of the Southern Gas Corridor.

 

Please note that the PCI identification is based on the outcome of the
project specific Cost-Benefit Assessment (CBA) performed by ENTSOG on
behalf of project promoters. The results of the CBA were used by the
Regional Groups to check project candidates' contribution to the criteria
laid out in the Regulation 347/2013 (Art 4).

These results you can find in Annex A of the TYNDP posted on ENTSOG's

In particular the following worksheets provide information on projects'
contribution to policy criteria from the TEN-E regulation:

PCI 7.1.1 – namely combination of Trans-Caspian Pipeline (TCP), expansion
of the Southern Caucasus Pipeline (SCP-F(X))  and Trans-Anatolian Pipeline
(TANAP) can be found under the TYNDP codes TRA-N-339 (TCP), TRA-F-395
(SCP-F(X)) and  TRA-F-221 for TANAP.

PCI 7.1.3 – namely Trans Adriatic Pipeline has the TYNDP code TRA-F-051

PCI 7.1.6 i.e. Metering and Regulating Stations for the connection of the
Greek transmission system with TAP has the code TRA-N-512.

 

For the assessment of individual PCI candidates the Regional Groups used a
specific methodology developed by Joint Research Centre. Please find the
outline of the methodology attached (in the form of slides as well as a
compendium). I also enclose slides providing basic information about
project candidates that asked for PCI status as part of the Southern Gas
Corridor.

Thank you for your message regarding more specific documents on projects
in Southern Gas Corridor to which you want to have access.
 
To respond to your request I have now checked the information sharing
platform (CIRCABC) which is used by Regional Groups for to share
information and record the outcomes of the Regional Group meetings.
Attached, please find the documents which were shared, used, recorded for
the Regional Group meetings (specific for SGC and cross-regional ones) in
the course of 2015 (i.e. when the PCI identification process for the 2^nd
PCI list was carried out).
Please note that there are no lists of participation recorded but the
Regional Group meetings are normally attended by the representatives of
the relevant Member States, National Regulatory Authorities, project
promoters, ACER, ENTSO-G and the Commission. Specifically the SGC covers
the following countries (i.e. those are relevant): Austria, Bulgaria,
Croatia, Czech Republic, Cyprus, France, Germany, Hungary, Greece, Italy,
Poland, Romania, Slovakia, Slovenia.
