Internal mobility policy
Dear European Central Bank,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting further information on the ECB's so-called 3-5-8 working plan.
Please provide the following:
- By month since it was introduced, the number of staff that have expressed interest in switching roles through the ECB's internal portal and the number of roles that have been switched as a result.
- The internal mobility rate at the ECB for 2023, 2023, 2024, 2025, and 2026 to date.
- The average tenure of ECB staff, by salary grade, as of 2023, 2023, 2024, 2025, and the latest available figure for 2026.
- Copies of communications sent to staff regarding the progress of the 3-5-8 working plan since its establishment.
- The number of staff who had been in their role more than 8 years who have moved to a new role since the 3-5-8 working plan was established.
- The number of staff who have been in their role more than 8 years who have remained in the same role since the 3-5-8 working plan was established.
- The number of staff who have taken secondments or unpaid leave from the ECB who have not returned to the ECB since the 3-5-8 working plan was introduced.

Thank you for reaching out to us with your request for clarification.
Based on the information and classifications available in our system, we
identified 17 swaps involving 38 individuals who changed divisions through
a permanent or temporary swap during the period from 1 July 2025 to 31
July 2026.
Please note, however, that these figures should be considered a
conservative floor due to data tracking limitations. Such limitations are
mainly related to the fact that swaps are sometimes inaccurately recorded
or differently labelled by system users, thus disabling or blinding the
system tracking capabilities.
