Dear Mr Byrne,

This is a reply to your application concerning "any documents relating to
expenses claimed by all Irish MEPs since the last election in 2014 to
date".

The rules and general conditions including the broad financial
arrangements governing the exercise of the office of Members of the
European Parliament are set out in the Statute for Members of the European
Parliament (available under this link:

The Statute for Members of the European Parliament is supplemented by the
Decision of the Bureau of 19 May and 9 July 2008 concerning implementing
measures for the Statute for Members of the European Parliament. This
document and all its subsequent amendments and updates are published in

Over the course of the current legislature, which started in 2014, Irish
MEPs, as all MEPs, were entitled to 1) the reimbursement of travel
expenses, 2) the reimbursement of subsistence expenses, 3) a General
expenditure allowance, and 4) assistance from personal staff.

1)Travel expenses: in accordance with Articles 10 to 23 of the Decision of
the Bureau of 19 May and 9 July, Irish MEPs are entitled to the
reimbursement of the expenses sustained for duty travel relating to
meetings of the European Parliament (plenary, committee and political
group meetings) in Brussels or Strasbourg. They may also be refunded for
other travel outside their own Member State undertaken as part of their
work, and be reimbursed for up to 24 return journeys within their own
Member State.

In accordance with the Decision of the Bureau of the European Parliament
of 13 December 2010 and 14 February 2011 amending the Implementing
Measures for the Statute for Members of the European Parliament OJ C 49,
16.2.2011, p. 2–3,

in 2014, at the time of the last election, the maximum annual amount
reimbursed for travels outside the Member State of election of the MEP,
Ireland in so far as Irish MEPs are concerned was EUR 4 243.

In accordance with Decision of the Bureau of the European Parliament of 11
December 2017 amending the Implementing Measures for the Statute for
Members of the European Parliament (OJ C 445, 28.12.2017, p. 8–9,

the maximum annual amount reimbursed for travels outside the Member State
of election of the MEP, Ireland in so far as Irish MEPs are concerned, is
currently EUR 4 358;

2)Subsistence expenses: in accordance with Article 24 of the Decision of
the Bureau of 19 May and 9 July, MEPs are entitled to a flat-rate
allowance to cover accommodation and related costs for each day on
official business. The allowance covers hotel bills, meals and all other
expenses involved. The allowance is reduced by half, if the MEP misses
more than half the roll-call votes on days when plenary votes are held,
even if they are present.

According to the Decision of the Bureau of the European Parliament of
13 December 2010 and 14 February 2011 amending the Implementing Measures
for the Statute for Members of the European Parliament (OJ C 49,
16.2.2011, p. 2–3

at the time of the last election, in 2014, Irish MEPs could claim EUR 304
for attending an official activity that took place on the territory of the
Community.

In accordance with the Decision of the Bureau of the European Parliament
of 11 December 2017 (OJ C 445, 28.12.2017, p. 8–9,

under this allowance scheme, Irish MEPs may currently claim EUR 313.

3)General expenditure allowance: in accordance with Articles 25 to 28 of
the Decision of the Bureau of 19 May and 9 July, MEPs are entitled to a
general expenditure allowance to cover expenditure such as office rent and
management costs, telephone and postal charges, computers and telephones.

At present, under this scheme and as provided for by Article 26(2) of the
Decision of the Bureau of 19 May and 9 July, as revised by the Decision of
the Bureau of the European Parliament of 11 December 2017 (OJ C 445,
28.12.2017, p. 8–9,

the monthly amount of the allowance under Article 25 is EUR 4 416.

At the time of the latest elections, in 2014, in accordance with Decision
of the Bureau of the European Parliament of 13 December 2010 and
14 February 2011 amending the Implementing Measures for the Statute for
Members of the European Parliament (OJ C 49, 16.2.2011, p. 2–3
[8]https://eur-lex.europa.eu/legal-content/...),
this amount was EUR 4 299.

4)Assistance from personal staff: MEPs are entitled to assistance from
personal staff, whom they may freely choose. They can make use of
accredited parliamentary assistants (based in Brussels, Strasbourg or
Luxembourg) and local assistants. The working conditions and job
description of accredited parliamentary assistants are established by
Council Regulation (EC) No 160/2009 of 23 February 2009. The scale of
their basic salary was updated in 2017. Local assistants are persons who
are to assist the Member in the Member State where he or she is elected
and with whom the Member has concluded an employment or service contract
in keeping with applicable national law. The employment and service
contracts with local assistants are governed by national law and
administrated by qualified paying agents established in a Member State.

In accordance with Article 33, paragraph 4, as modified by the Decision of
the Bureau of the European Parliament of 13 December 2010 and 14 February
2011 amending the Implementing Measures for the Statute for Members of the
European Parliament OJ C 49, 16.2.2011, p. 2–3,

in 2014, at the time of the last election, the maximum monthly amount
defrayable in respect of all the personal staff referred to in Article 34
was EUR 21 379.

In accordance with the Decision of the Bureau of the European Parliament
of 11 December 2017 (OJ C 445, 28.12.2017, p. 8–9,
[10]https://eur-lex.europa.eu/legal-content/...),
under this allowance scheme, the maximum monthly amount defrayable by an
Irish MEP in respect of all the personal staff referred to in Article 34
of the Decision of the Bureau of 19 May and 9 July 2008 is EUR 24 164.’.

In view of the foregoing, Parliament considers your request as handled.
However, should you identify specific parliamentary documents to which you
would like to get access, please do not hesitate to submit a new
application.
