JORA data structure, evaluation documentation, and aggregated information (2021–2025)
Dear European Border and Coast Guard Agency,
Under the right of access to documents in the EU treaties and as developed in Regulation (EC) No 1049/2001, I am requesting access to the following documents related to the Joint Operations Reporting Application (JORA) database:
1. JORA Data Structure and Variable Definitions
- The complete list of variables, field names, data types, and definitions currently used or used between 1 January 2021 and 30 April 2025 in the JORA system.
- Any internal guidelines, data dictionaries, codebooks, or variable description manuals that define these variables.
2. JORA Data Aggregation and Reporting
- Documents or reports showing aggregated or anonymized statistics derived from JORA entries (e.g. by operation, year, or type of incident) covering the period 1 September 2021 – 30 April 2025.
- If direct extraction is not possible, I request any summary tables or dashboards routinely generated for internal or inter-agency reporting during that timeframe.
3. JORA Data Governance and Access Control
- Documents describing the data retention policy, anonymization practices, and classification level applied to JORA datasets.
- Any decision or guidance (including by the Management Board or Data Protection Officer) defining which JORA elements are considered operationally sensitive or subject to security classification.
4. Access Refusals and Legal Reasoning
- Any internal correspondence, legal analysis, or decision notes produced in relation to my previous requests (PAD-2024-00023, PAD-2024-00257, PAD-2025-00184) concerning the applicability of Article 4(1)(a) of Regulation 1049/2001 to JORA data.
This request specifically concerns operationally concluded periods (up to 30 April 2025) and therefore should not compromise ongoing activities or public security. In accordance with the principle of proportionality and the case law of the Court of Justice of the EU (see e.g. Case T-264/04 WWF European Policy Programme v Council), I also request partial disclosure where full release is not possible.
Please provide the documents in digital form via the AskTheEU.org portal. I also recall the Ombudsman’s decision in case 104/2020/EWM requiring disclosure through the same platform.
