Legal service opinion on the legal and practical feasibility of disembarkation options

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting any legal service opinion on the legal and practical feasibility of disembarkation options, including the external processing of asylum applications and/or the return procedure in a third country, issued between September 2015 and July 2018.
