Thank you for your request for information dated 17 October 2016, received
by us on the same date.
 
We should like to point out that the invoked Regulation (EC) No 1049/2001
regarding public access to documents states that any citizen of the Union,
and any natural or legal person residing or having its registered office
in a Member State, shall have a right of access to documents of the
Union's institutions, bodies, offices and agencies.
 
The document you requested has not been produced by any European Union
institution and consequently your request cannot be fulfilled.
 
An identical request to yours was refused by the House of Commons on 2^nd
July 2012. Both the question and the answer are available by clicking
[1]here. As you will notice, it is confirmed in the answer that the
information you require is held by the House of Commons. You should thus
address your request to this institution.
