Dear Ms Bárcena, 
I  refer  to  your  e-mail  dated  17/12/2021  in  which  you  make  a  request  for  access  to 
documents  in  accordance with  Regulation (EC)  No 1049/20011  (“Regulation  1049/2001”), 
registered on 22/12/2021 under the above mentioned reference number.  
 
1. SCOPE OF YOUR REQUEST 
In your application, you request access to: 
 
 
A list of all lobby meetings held between officials/representatives of DG Trade and energy 
companies  since 1 May  2016, in  which the future EU-Mexico Global  Agreement  has been 
discussed.  The  list  should  include:  date,  the  name  of  the  company  attending,  and  the 
purpose of the meeting if possible. 
We  regret  to  inform  you  that  we  have  not  identified  any  meetings  between 
officials/representatives of DG Trade and energy companies since 1 May 2016, in which the 
future EU-Mexico Global Agreement was discussed.

As specified in Article 2(3) of Regulation 1049/2001, the right of access as defined in that 
regulation applies only to existing documents in the possession of the institution.  
Given that no such documents,  corresponding to  the description given  in  your application, 
are held by the DG Trade, DG Trade is not in a position to fulfil your request. 
In  accordance  with  Article  7(2)  of  Regulation  1049/2001,  you  are  entitled  to  make  a 
confirmatory application requesting the Commission to review this position. 
Such a confirmatory application should be addressed within 15 working days upon receipt of
