Lobbying around green hydrogen
Dear Energy,
Under the right of access to documents in the EU treaties, as developed in Regulation Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I would like to request access to all documents related to lobbying on green hydrogen, the low carbon hydrogen delegated act, the renewable fuels of a non-biological origin delegated act and reviewing the hydrogen strategy and similar/ related topics. In particular I would like to request:
1. A list of all meetings/ discussions between officials and or Commissioners with lobby organisations where this topic was discussed. This should include targeted consultations and stakeholder workshops/dialogues.
2. Any records, minutes, preparatory briefings, or other notes of these meetings/discussions, including correspondence which set-up, or was follow-up to, these meetings, as well as attendance lists. I would also like to receive full notes of any meetings held, and not just the summary notes proactively published by the Commission.
3. All correspondence since the above date, where this topic was raised, as exchanged between officials and or Commissioners with lobby organisations.
4. I would also like to receive all of the above types of documents as they relate to this topic between member state government(s) and the DG or Commissioners.
5. In addition I would like to receive a list of all studies or impact assessments which the DG has contracted out, or undertaken on, this topic.

Dear Mr Sabido ,
We are writing concerning your request for access to Commission documents
registered on 21 July 2025 under case number 2025/3670.
As your application concerns a non-specified timeframe, we have to notify
to you that such a broad request cannot be carried out within the normal
time limits set out in Article 7 of Regulation (EC) No 1049/2001.
Moreover, as the handling of your request might involve the assessment of
documents originating from third parties (point 3 on your request). The
analysis of these documents, together with the need to consult the third
parties concerned in accordance with Article 4(4) of Regulation (EC) No
1049/2001, cannot be expected to be completed within the normal time
limits set out in Article 7 of Regulation (EC) No 1049/2001.
However, Article 6(3) of Regulation (EC) No 1049/2001 also provides for a
possibility to confer with an applicant informally with a view to finding
a fair solution in those cases.
In accordance with the case law of the EU Courts, such a solution can only
concern the content, or the number of documents requested, not the
deadline for replying ([1]). This means that the scope of the request must
be reduced in a way that would enable its processing within the extended
deadline of 15 + 15 working days.
We would like to propose to limit the timeframe to 6 months in order to
allow our service to find, analyse, and disclose the concerned documents
within the time limit allocated to access to document requests.
In order to enable us to respect the time limits of Regulation (EC) No
1049/2001, please reply to this proposal for a fair solution within five
working days at the latest.
In the absence of a reply within five working days, we will restrict the
scope of your application to those parts that can be dealt with within the
extended deadline of 30 working days.
