Lobbying on Ultra Processed Food
Dear Agriculture and Rural Development,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I would like to request access to the following documents related to lobbying on Ultra-Processed Foods (UPF). In particular I would like:
1. A list of all meetings/ discussions since 1 January 2024 between officials and or Commissioners with businesses, trade associations, or think tanks where this topic was discussed.
2. Any records, minutes, preparatory briefings, or other notes of these meetings/discussions.
3. All correspondence since 1 January 2024, where this topic was discussed, exchanged between officials and or Commissioners with businesses, trade associations, or think tanks.
I would also be grateful to receive the documents in batches, as soon as they are identified and available to send.

Time Limit
We are writing concerning your request for access to Commission documents
registered on 30 April 2025 under case number 2025/2393.

This confirmatory application pursuant to Art 7(2) of Regulation (EC) No 1049/2001 and kindly asks the European Commission to reconsider its position and grant full access to the requested documents. We also refer to our correspondence of 16 July 2025, by which the time
limit for replying to your application was extended by 15 working days,
pursuant to Article 8(2) of Regulation (EC) No 1049/2001. This extended
time limit expires today and, unfortunately, we are not in a position to
provide you with our final reply within this deadline.
Please note that the replies to confirmatory applications are formal
Commission decisions. The internal decision-making process involves the
consultation of several services, including the Directorate-General
responsible for the case at initial stage, here the Directorate-General
for Agriculture and Rural Development, but also with the Legal Service.
Only after concluding all consultations may a decision be formally adopted
within the Secretariat-General.
At present, the consultation process is still ongoing. We sincerely regret
that we cannot provide you with more concrete information about the
content of the final reply or the date by which you can expect to receive
it. However, please be assured that we endeavour to finalise the internal
decision-making process as soon as possible.
We regret this additional delay and sincerely apologize for any
