London 2012 Olympic Stadium - State Aid complaint

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Your department's report which considers and rules on the complaint made by a British citizen, Steve Lawrence regarding unfair State Aid being provided in respect of West Ham's proposed usage of the Olympic Stadium. According to this press report:

Mr Lawrence filed his complaint in August 2011, and your department upheld his complaint. I seek the document which explains your decision in this case.

I believe this because I have been in correspondence with your department more recently regarding the Olympic Stadium State Aid issue, and you were always happy to provide documents in electronic form

I received a reply from Mr Ewoud Sakkers, head of Unit. Unfortunately he refused to send his reply to this website - a matter which I will complain to him about.

His answer was that the Commission did not 'rule" on the case of the legacy use of the Olympic Stadium. Therefore the only document which exists is a short letter to the UK authorities advising them that the "investigation" is not being further pursued
