Dear Secretariat General of the European Commission,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting all documents on the legislative process for the creation of Regulation 1049/2001. This is meant to include any input from outside stakeholders ahead the Commission's legislative proposal, internal notes and memos, inter-service consultations, etc., as well as documents related to the inter-institutional negotiations with the European Parliament and the Council.
I realize this is potentially a quite extensive request, and that documents have likely to be searched in the Commission's archive. I therefore propose to review what documents from 1999 and 2000 are still on file, and give me a rough overview. It is then perhaps possible to refine my request.

Dear Mr. Fanta,
We are writing concerning your request for access to Commission documents
registered on 01/10/2024 under case number 2024/5099.
We are currently working on your request. However, we have not yet been
able to gather all the elements necessary to carry out a full analysis of
your request. Due to the need to conduct internal consultations we will
not be able to send you the reply within the prescribed time limit
expiring on 22/10/2024.
Therefore, in line with Article 7(3) of [1]Regulation (EC) No 1049/2001,
we need to extend this time limit by 15 additional working days. The new
time limit expires on 13/11/2024.

I would like to thank you for the careful consideration of my request. In the light of your explanation, I suggest to limit the scope of my request and exclude several of the categories you mentioned.
I wish to exclude the categories 1 ("communication with member states"), 2 ("Member States Legislation"), 5 ("Inter-Service consultation regarding the Draft Communication"), and 9 ("Documents of the Council/Coreper"). This reduces the amount of documents still included in my request to less than half. I hope the request thus is manageable within the regular time frame.
