I first of all, let me wish you a happy and prosperous New Year! 
 
Car manufacturers like BMW face an increasing number of technical barriers to trade in 
third markets worldwide. Technical barriers to trade increasingly hamper worldwide 
automobile trade. In fact, market-specific regulatory systems and requirements do not 
result in higher safety standards on the respective market (which is frequently cited as 
the reason for introducing them), but instead merely increase costs and require more 
efforts from vehicle manufacturers, suppliers and customers. Please find attached a 
paper of the European Automotive Association which was mainly written by BMW and 
Daimler. The paper gives a very thorough  overview of the issues and explains possible 
remedies. 
 
The experts from BMW and Daimler would be highly interested in a personal meeting on 
TBT in the automotive sector in order to explain to you in detail the current situation and 
our view on possible solutions. Both experts would be attending a conference in Brussels 
beginning of March. They would be available on 1 March in the afternoon (16h and 
later), on 2 March (16h or later) or on 3 March in the morning for a personal meeting.  
 
We hope that one of the dates mentioned fits into your calendar. We are looking
