Main takeaways
·         First meeting between Charlotte Caubel and the Commissioner, after Ms Caubel
replaced Adrian Taquet in May 2022 as State Secretary for Children
·         Ms Caubel reiterated FR’s support for the legislative proposal on preventing and
combatting child sexual abuse, including the obligations on companies to detect,
report, and remove child sexual abuse online, and to put in place safety by
design, and the creation of an independent EU Centre.
·         The Commissioner emphasized the importance of the legislation and the need
to conclude the negotiations swiftly, before the expiration of the Interim
Regulation in August 2024, when some companies will not be able to continue
their voluntary practices to detect and report child sexual abuse online.
·         Ms Caubel reflected on the triple damage that child sexual abuse implies: when
the act is committed, when the material are shared online, and when the
material is viewed by others. There is therefore an urgent need to act decisively
against these crimes, in particular in the EU.
·         The Commissioner also highlighted the need to focus on prevention and on
assistance to victims.

·         Ms Caubel and the Commissioner also discussed recent developments on the
topic of unaccompanied minors.
