I am filing the following confirmatory application with regards to my access to documents request 'Meeting with the Tony Blair Institute on 19-06-2024'.
I note that document 1 mentions an invitation to a panel discussion on Ukraine accession. I ask to search for the invitation in question and disclose it, as it is clearly connected to the meeting and therefore within the scope of my request.
I would also like to appeal against the redaction of the names of cabinet members and TBI staff from the documents released to me. I note that Szabolcs Horvath is listed as interlocutor of TBI in the transparency register for that meeting, he therefore should also be named on the documents.
As regards the representatives of the Tony Blair Institute, I note a recent finding of the European Ombudsman regarding the redaction of names of lobbyists. “The Ombudsman is of the view that lobbying activities should be transparent, as this enables citizens to understand who or what interest informed a decision and to participate themselves in that decision-making as part of exercising their democratic rights,” it found. “Interest representatives meeting with an EU institution should therefore not expect that this activity would remain secret. In other words, the Ombudsman finds it questionable whether, generally, a person lobbying an EU institution can legitimately expect that this activity will not be made transparent.” (See: https://www.ombudsman.europa.eu/en/decis...)
To this general observation I would like to add that it appears that the TBI representative in question is likely Sanna Marin, the former Finnish prime minister. Even after leaving office, she continues to be a public person who's actions, including professional activity for TBI, are frequently reported on in the press. I note that I make my request as journalist and wish to investigate the role of Sanna Marin's lobbying for TBI in Brussels. I therefore regard that there is sufficient public interest to disclose her name on the document.
