Meetings between European Commissioners with the following current and former presidents of Wageningen University & Research
Dear Secretariat General of the European Commission,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, and Regulation 1367/2006, I am requesting documents which contain the following information:
All documents held by the Commission on meetings between European Commissioners with the following current and former presidents of Wageningen University & Research from 1997 until 2023: Current president Sjoukje Heimovaara and former presidents, Louise Fresco (2014-2022), Aalt Dijkhuizen (2002-2014) and Cees Veerman (1997-2002). Such a meeting recently took place between Sjoukje Heimovaara and Frans Timmermans (https://ec.europa.eu/commission/presscor...).
I am also requesting documents on all meetings with European Commissioners that took place between 1997 and the present with Louise Fresco representing Syngenta, Rabobank or Unilever, Aalt Dijkhuizen representing Royal De Heus, Agrifacts, Topsector Agri & Food, Dutch Alliance for Sustainable Food, Refresco, Van Hessen or Nutreco and Sjoukje Heimovaara representing Royal Van Zanten.
The documents I'm interested in include but are not limited to:
* Communication, including draft versions, such as: exchanges via e-mail, including attachments, letter, text messages, or phone call notes
* Draft and final version of: official and personal minutes and other meeting notes, invitations, powerpoints, talking points
* Any other documents relating to meetings of European Commissioners with current and former presidents
Since the information might at least partly also concern "activities affecting or likely to affect" the "state of the elements of the environment", I believe Regulation 1367/2006 applies.
Should you encounter any difficulties in interpreting or processing my request, I am ready to discuss ways to clarify or amend it to keep the effort required on your part to the necessary minimum. I would appreciate it if you could send a list of documents that correspond to my request.

I am filing the following confirmatory application with regards to my access to documents request 'Meetings between European Commissioners with the following current and former presidents of Wageningen University & Research'.
I get a strong impressions not all documents within the scope of my request have been identified.
In some of the documents you have sent me are references to other meetings. Take for example the document '5.invitation Cab Boel and Dijkhuize president of Wageningen UN.pdf' from 2007: 'We still have very good memories of your visit to Wageningen and your presentation at the conference 'Mind the CAP', on February 1.' However, you have not sent me any documents about this Februari 1 meeting, which are within the scope of my request.
The document '3.1.e mail invitation Cab Hogan and Dijkhuizen president of Wageningen University.pdf' also references meetings between the Commissioner and mr. Dijkhuizen.
This is most clear in document '4.1 invitation Cab Hogan and Fresco president of Wageningen UN Redacted.pdf' in which Louise Fresco writes: 'During our discussions at various occasions'
Again, document '1.e mail meeting Cab Hogan and Fresco Wageningen UR.pdf': 'The mail claims that the
Commissioner discussed with Louise Fresco (the Chancellor of the University) possible dates for a further visit to the University in September.'
I also find it highly unlikely that there has been no contact between the Commissions and Wageningen presidents Cees Veerman and Sjoukje Heimovaara. I also find it unlikely that there have been no meetings at all in the last 26 years between the Commission and these four people representing companies such as (but not limited to) Syngenta, Rabobank or Unilever.
I would like you to do a new, thorough search through your systems to find more documents. I would also appreciate it if you could clarify whether no such meetings were held, or whether there are simply no documents about those meetings

I understand the scope of my request is wide and I am of course willing to reduce the scope.
First of all, I can confirm I am willing to reduce the scope of my request in one way, by leaving out documents related to:
1. Commissioner Timmermans during the Juncker Commission
2. Commissioner Oettinger during the Barroso Commissions
3. Commissioner Geoghegan-Quinn during the Barroso Commissions
4. Commissioner Busquin during the Prodi Commission
5. Commissioner Lamy during the Prodi Commission
I understand this still leaves quite a lot of documents. To further reduce the scope I can tell you a bit more about the reason for my request:
I am especially interested in the ties between Wageningen University and the agricultural sector. I am therefore interested in meetings and communication between Wageningen Presidents and Commissioners pertaining to agriculture in the widest sense, including but not limited to agricultural reform, innovation in the agrocultural sector, pesticide and fertilizer use, the Common Agricultural Polity, Farm To Fark, the Green New Deal, lobbying efforts by agricultural players like LTO Nederland and Copa-Cogeca, environmental issues such as soil, global warming and degradation of natural habitats and biodiversity and any policies pertaining these issues,
I trust you will be generous and not leave out too many subjects. Before making this reduction definite, I would like to receive an updated overview of the number of documents still left after these two reductions.
One more thing: Of course I want to emphasise that meetings relating to Timmermans during the Juncker Commission can be left out, but I would still like to receive documents on meetings and communications with Commissioner Timmermans during the Von der Leyen Commission. Additionally, I find it curious that there's only one document regarding this meeting, given my document definition in my original request:
* Communication, including draft versions, such as: exchanges via e-mail, including attachments, letter, text messages, or phone call notes
* Draft and final version of: official and personal minutes and other meeting notes, invitations, powerpoints, talking points
* Any other documents relating to meetings of European Commissioners with current and former presidents
I find it unlikely there is only 1 document regarding this meeting between Timmermans and Heimovaara. I would like you to explain this, if possible.
