Meetings between the department and industry
Dear Climate Action,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
All documentation (including but not limited to all email correspondence, attendance lists, agendas, background papers, transcripts, recordings and minutes/notes) relating to the meetings listed below:
1. Between Marzena Rogalska, Principal Adviser, and Siemens Energy on 25th February 2025 to discuss the Clean Industrial Deal,
2. Between Wopke Hoekstra and Cabinet members and Siemens Energy on 23rd January 2025 to discuss Exchange of views on competitiveness in Europe.
3. Between Cabinet member of Wopke Hoekstra and Shell on 30th April 2025 to discuss Transition to low-carbon technologies.
4. Between Alexandre Paquot, Director, Climate Action and Shell 9th April 2025 to discuss the EU Net Zero Industry Act and Clean Industrial Deal.
5. Between Matthieu Moulonguet, Cabinet member of Wopke Hoekstra and BP on 11th March 2025 to discuss the role of hydrogen for heavy-duty vehicles.
6. Between Kurt Vandenberghe, Director-General, Climate Action and Equinor on 7th April 2025 to discuss how EU climate policies can enable the adaptation of key sectors in Europe, including the transition to a low carbon economy.

In accordance with Article 2(1) and (2) of Regulation (EC) No 1049/2001, read in conjunction with Article 1 of the European Commission’s Detailed rules for the application of Regulation (EC) No 1049/2001, only citizens of the Union and natural or legal persons residing or having their registered office in a Member State have the right to access Commission documents.
The information that you have provided so far is not sufficient to establish whether you fulfil this eligibility condition:
- If you are an EU citizen living outside the EU and have submitted your application in your personal capacity, please confirm this by providing us with a proof of your nationality;
- (1) If you are not an EU citizen OR (2) if you have submitted your application on behalf of a legal person not having a registered office in one of the Member States, unfortunately the Commission cannot handle your application and it will be closed in due course.
We would appreciate it if you could provide us the necessary clarifications in this respect within 5 working days. In the absence of a reply from your part within this deadline, we will close your request.

I would like to confirm that I am a Norwegian citizen, and therefore eligible to request access to documents under Regulation (EC) No 1049/2001.
I am happy to provide proof of my nationality via photo ID. However, I would appreciate it if you could provide an appropriate email address where I can send this documentation privately, to ensure the protection of my personal information.

The information that you have provided so far are sufficient to establish
that, unfortunately, you do not fulfil the eligibility condition for the
submission of a request for access to documents under Regulation (EC) No
1049/2001. Since both Norway (your nationality) and the United Kingdom
(country of residence) are countries outside the European Union, you are
not eligible to submit such a request.
Please note that in accordance with Article 2(1) and (2) of Regulation
(EC) No 1049/2001, read in conjunction with Article 1 of the European
Commission’s Detailed rules for the application of Regulation (EC) No
1049/2001, only citizens of the Union and natural or legal persons
residing or having their registered office in a Member State have the
right to access Commission documents.
