Subject : Request for clarification
Dear Ms Marie Maurice,
We are writing concerning your request for access to Commission documents registered on 10/10/2023
under case number 2023/5935.
Due to the excessive and inaccurate scope of your request, we are unable to handle your request based on
the description given in it as it stands.
In line with Article 6(2) o
f Regulation (EC) No 1049/2001 regarding public access to documents, we invite
you to send us more detailed information on the documents you request, such as references, dates, or periods
during which the documents would have been drawn up, persons or bodies who drafted the documents, the
type of meetings you referred in the request etc.
Further, the potential volume of documents requested goes beyond the manageable amount of work that
can be conducted to this effect from the side of the European Commission services dedicated to these tasks,
which would involve an unreasonable administrative burden and would be disproportionate.
According to our first estimates, the handling of your request would take more than 15 working days 1,
counting from the date of its registration, covering the following steps:

Identification of the documents falling under your request;

Retrieval and establishment of a complete list of the documents identified;

Scanning of the documents;
-
Assessment of the content of the documents in light of the exceptions of Article 4 of Regulation
(EC) No 1049/2001;
-
Third-party consultations with the entities mentioned in your request under Article 4(4) of
Regulation (EC) No 1049/2001;
-
Final assessment of the documents in light of the comments received;
-
Drafting of the reply;
1 Taking into account other applications for access to documents and other tasks that the staff concerned are
likely to have to deal with during the same period.

Redaction of those parts of the documents to which one or several exceptions apply;

Internal review and approval of the draft decision; and
-
Preparation of the reply and the documents for dispatch (scanning of the redacted versions,
administrative processing etc).
In this sense, we invite you to reconsider the request made and narrow its scope in the light of the above
explanations.
The 15 working days to reply to your request will start running only when you reply to this message. If you
do not reply within 7 working days, we will close this case in line with our detailed rules for the application
of Regulation (EC) No 1049/2001.
